A contract worker for a company hired to do work at the plant was arrested after a routine search of his vehicle at the employee entrance to the plant uncovered a suspicious device that turned out to be a pipe bomb.
This isn't the first time that security has been an issue at Palo Verde.
The name of the contract worker has not been released.
