Bombproofing Bridges

It's nice to see that the Port Authority is bombproofing the GWB. However, one has to wonder why the NYCDOT hasn't doing the same for the Brooklyn Bridge, which was the focus of the Farris al Qaeda plot to blow up the Brooklyn Bridge. The NYCDOT does have plans to bombproof the bridges, but one has to wonder what the holdup is.
