Sorry, but I don't quite trust China when it says that it intends peaceful development when it released a "white paper" on the subject. Take a long close look at what's happened in China over the past six weeks: the Songhua River chemical spill and coverup, numerous mining accidents that killed more than 150 people, and rioting over property rights in Jilin province that killed at least a dozen people.
That's not exactly peaceful development. It's a sign that the development that the Chinese Communists want is coming at a price - lots of dead bodies that the government would much rather you not see. The Peking Duck has more
And the title for one of the stories on the subject: China: We're just big, warm and cuddly or China Vows Peaceful Use of Its Power. I'm not convinced. Not when the Chinese are exerting their power by working closely with the Sudanese government. The Chinese are thwarting an end to the suffering in Dafur because the Chinese needs the oil and damn the Dafur residents. Not when the Chinese are throwing their weight around to help North Korea at a time when the North Koreans are on the brink of having a nuclear weapons capability - and much to the chagrin of the Japanese. Not when the Chinese are busy making deals with Iran and other rogue nations.
