Two months after the worst natural disaster in modern U.S. history here, Nagin spoke from his second-floor office, where a copy of Rudolph W. Giuliani's book "Leadership" is displayed next to the conference table. Nagin acknowledged much of the city's future -- and his own -- is out of his hands.Actually, we have no proof that Nagin's even read the book. It simply is sitting on Nagin's conference table, as though the book will somehow confer upon the Mayor of New Orleans some ability to deal with the rebuilding in a way that wont cause anyone to suffer from whiplash at every opportunity.
After all, Nagin has reversed himself too many times to count since the hurricane resulted in massive flooding in the city. Nor has the book resulted in providing real leadership when New Orleans needed it most - in the days before Katrina hit.
And he's busy complaining that much of the rebuilding is out of his hands - in the control of Gov. Blanco and the federal government. Considering how poorly Nagin acted at the outset, giving him more control isn't a good idea.
