A city planner discusses what is needed to rebuild New Orleans. He discusses some of the needs of relocating a huge number of people in temporary housing. My concern is that the housing that will be used in the interim may become their long term housing as politicians begin looking at the next crisis up the road or lose focus. And temporary housing isn't going to cut it - especially since these temporary facilities will still be in a region vulnerable to hurricanes, flooding, and major storms.
While the temporary housing will be needed, how to rebuild devastated areas is a major concern. Building codes and zoning must be reevaluated along the entire Gulf Coast. People know that a major storm surge can travel miles inland, so limiting shoreline development isn't totally feasible. However, preparing and locating hospital and emergency facilities that are on higher ground should be considered. These facilities must be able to survive after storms so that they can provide immediate assistance. If they are in flood prone areas, the emergency generators must be located well above the highest known flood level for the area. These buildings must be built sturdier as well.
