Iraqi leaders asked Shi'ite politician Jawad al-Maliki on Saturday to form a government, possibly ending a four-month deadlock since an election in January.Starting a democratic government from scratch is no easy matter. It isn't just a function of elections, but recognizing that making concessions and negotiating is a critical part of consensual governance. And the fact is that much of the violence over the past month in Iraq isn't between factions, but between insurgents who are trying to start a sectarian war and coalition and Iraqi forces trying to eliminate those insurgents.
