The post-mortem continues to evolve regarding the levee system surrounding New Orleans and how they could have failed. It is increasingly looking like failures were brought about due to engineering failures and problems within the Army Corps of Engineers that looked the other way even though there were serious flaws within the levees. In particular, it appears that the ACoE chose to overlook structural instability of the underlying soil in the vicinity of the levees that failed.
