Six months after the devastating tsunami struck South Asia, we see things proceeding as expected. Nations that pledged money haven't come through. Nations affected by the tsunami have funneled money towards the privileged few rather than those most affected, and the grim task of rebuilding continues at a slow pace.
In particular, the US has only provided about 1/3 of the money pledged by the US government. And that's good news. Germany has provided about 1/8 of the money pledged. Now, the articles don't exactly explain why, but it is possible that there are preconditions for disbursement, including meeting certain economic and socio-political goals. You know - making sure that democratic reforms take place, money goes to the truly worthy as opposed to kleptocrats, etc.
Of course, the alternative explanation is that it's business as usual and no one really gives a damn - it was more important to get soundbites of massive aid pledges, and the politicos figured that no one would ever hold them accountable.
Not in this day and age.
